LAND-at-scale Mozambique: Scaling Community Land Rights Certification in Municipal Areas of Mozambique

Poverty in Mozambique is concentrated in rural areas and thus associated with a high dependency on agriculture and natural resources, including land. Mozambique has a legal framework recognizing this dependency through a progressive Land Law. However, main obstacles to the proper implementation of the law include communities’ lack of formalized land tenure, limited knowledge regarding land rights, low participation in decision-making among community members, and a lack of capacity among local government officials. The situation is further hampered by severe impacts from climate change.

The main objective of this intervention is to increase and more transparent tenure rights over communal resources for rural communities in selected municipality areas, as well as families, individuals, or households in respect to their individual land holdings.

To achieve these objectives, three key interventions are:

1. Document and map land tenure rights of communities and households living within municipal jurisdictions.
2. Establish a robust online maintenance platform to securely host and effectively manage all data generated in the mapping process, which is easily accessible to users.
3. Strengthen capacities of municipal staff, stakeholders and rights holders to use and maintain land rights data held in the platform.
